Social media is constantly altering the relationship between the state and the citizen. In the process of developing offensive/defensive psy-op capabilities, the democratic states should not forget that their essential domestic function is to ensure that citizens make autonomous choices. Citizens of democratic countries also have greater responsibilities, such as engaging deeply with issues, making informed decisions and entertaining a healthy dose of scepticism on social media information.
